The ProposalManager is accountable for successful implementation and management of proposalbest practices across the Conifer enterprise through direct and indirectmanagement of proposal resources. TheProposal Manager has significant experience in implementing, developing, andmaintaining a knowledge management system in the proposal environment. TheProposal Manager participates in activities to include proposal (RFP) analysis,kick-off meetings, status calls, proposal development, proposal production,proposal delivery, etc. In performing the duties, the Proposal Manager willimplement and administer our proposal process, ensure version control, preparerelated reports, and ensure all stakeholders are kept up-to-date. In addition, the Proposal Manager owns and isresponsible for all aspects related to management of our proposal automationsolution and related content database including coordination with SMEs at alllevels throughout the organization during content reviews, evaluating therecords on a regular basis to ensure they align with currentmessaging/strategy, analyzes new proposal responses for inclusion of newrecords for the database, and maintaining graphics and related standards in thedatabase. The Proposal Manager will alsooversee the physician services proposal management process including themanagement of the Proposal Specialist for that business unit.

  • Providesthought leadership to Conifers proposal management process to ensure we aremaintaining a best practice philosophy concerning the project managementcomponents of our process.

  • Workingin conjunction with a proposal specialist, provides corporate oversight for theoverall proposal strategy ensuring that the proposal response is strategic,compelling, and follows Conifers branding and messaging standards. Coordinateswith Conifer corporate shared services teams, at all management levels, onspecific components during the proposal management process.

  • Asthe primary Conifer owner, manages the proposal management database to includeensuring our complex data hierarchy is maintained and content is current andrelevant. Works with the proposal specialists to update records as new proposalcontent is developed. Works with subjectmatter experts and executive leadership throughout the company on routinecontent reviews, and manages all graphic content from design to accuracy.

  • Managesthe physician services proposal management process and assigned proposalspecialist for that business unit.

  • Throughexpertise of content and in coordination with Subject Matter Experts,developments and maintains proposal templates on identified solutions toprovide the sales executives with an efficient and effective proposal process.


    If direct report positions are listedbelow, the following responsibilities will be performed in accordance withguidelines, policies and procedures and applicable laws. Supervisoryresponsibilities include interviewing, hiring, and training employees;planning, assigning and directing work; appraising performance; rewarding anddisciplining employees; addressing complaints and resolving problems.

  • Excellentcommunication skills with high level of proficiency in business and technicalwriting, editing, and proofreading

  • Extensiveunderstanding of capture plans and proposal processes, primarily with federalgovernment customers

  • Abilityto coordinate various levels of management, project managers, technicalpersonnel, etc.

  • Abilityto work independently with minimal supervision and exercise judgment with widelatitude and discretion

  • Demonstratedability to translate complicated ideas into language easily understood byothers;

  • Advanceduser of Microsoft Office (Outlook, Word, Excel, PowerPoint) required

  • Knowledgeof Qvidians proposal automation solutions required with working experience ofbuilding and maintain the database.


    Include minimum education, technical training,and/or experience preferred to perform the job.

  • 10+years working in proposal writing, editing, and proofreading

  • BachelorsDegree (or equivalent combination of education and experience)

  • Certifiedproposal training a plus

  • Certificationin Program/Project Management or Proposal Management desired
